You don't need to add CPR1000 to Texture-pave, it already has it in the bag.
Once the material is dry, water will not re-emulsify it and cause it to delaminate like acrylic or vinyl mixes.
These spots are hollow most likely from the skim coat not being saturated with water during application or the bond coat of Thin-finish dried out before you got your Texture-pave on it.  Keeping the skim coat saturated is very important as well as a wet bond coat, this ensures you are applying wet on wet and everything bonds together.  One of these items is off and you will get hollow spots and sticking when stamping.
Another problem could be the skim coat did not adhere well due to prep work or it getting wet from rain before it dried completely.
You say it didn't stick to the concrete below...does that mean down to bare concrete or down to the skim coat?
If you knock these pieces off and find the skim coat still solid, then you had a problem with keeping everything wet during application.

You will have to do some checking into where it came loose to determine what really happened.
