No but I bet it can be done. A friend of mine did an epoxy floor over Air Force decals for a flight school.

Yes, It can be done. You would need to perforate the entire decal very well before you clear coat over the top. This will allow the top clear coat to bond to the base coat below the decal. If you don't and the decal decides that it no longer wants to stick, it will bubble up the epoxy where it lifts. Just something we learned in the past and don't want someone else to experience.

You can get the perforated stuff from www.floorpix.com. You can even get a free sample pack sent to you. It comes with installation instructions, sales literature, and letter size samples to do boards with.

Weld,
Hydrastone Dye has no binder, it is only color particles and solvent so it doesn't cure. Epoxy or CSS will allow the color particles to float up into the coating and bleed. I have had the same issue. I haven't had time to do any experimentation with it but I have had the same issue with dye. You might try to use tinted epoxy to make your logos if have more to do. Take some notes from Gene Dean's video of the Dark Side of the Moon from WOC on how to mask a line in epoxy.
